Eagle Village Gateways and Mobility Plan

Upper Uwchlan Township, Chester County, PA

CLIENT

Upper Uwchlan Township, Delaware Valley Regional Planning Committee (DVRPC)

SERVICES

Outreach

Within Upper Uwchlan Township lies the Village of Eagle, the historic community and commercial center
of the area. The village’s primary corridor is Pottstown Pike (PA Route 100). Graphite Mine Road is a parallel
loop road located to the east of Pottstown Pike, and the Village’s commercial corridor is bounded by the
intersections of Pottstown Pike and Graphite Mine Road. These intersection areas serve as “gateways” to the
village and are the main focus areas of this project.

This plan, developed and vetted through a robust community and stakeholder engagement process, will identify a locally-preferred alternative at each gateway. The identified solutions will serve several purposes:
• Calm vehicle traffic and improve safety for all modes of transportation.
• Improve the balance of traffic using both Pottstown Pike (PA Route 100) and Graphite Mine Road for more efficient traffic flows.
• Develop transportation solutions that incorporate streetscape/aesthetic elements that improve the visibility and sense of place for the Village of Eagle area.
• Develop transportation solutions that incorporate walking and biking facilities to strengthen the active transportation network.

Drive is leading public and stakeholder outreach for this plan, including resident and business-specific engagement opportunities. As a part of this two-phase process, Drive worked with the team to host a breakfast for business owners to provide their input on the key intersection as well as the possibility of moving the designation of Route 100 through the PennDOT process. Additionally, over 600 residents were reached at a public event during the first round, significantly more engagement than a traditional public meeting on the topic, resulting in a sharp increase in the number of survey submissions through the Township website.

The project remains ongoing and is anticipated to be completed in early 2026.
